You asked a very basic question.
GB BASIC is a software which can be run on Linux or Windows. You can use GB BASIC to make games(ROMs) for playing on real gameboy machine. Of course you can also run the games(ROMs) which you made inside GB BASIC because there is a built-in emulator.
